Government and Municipal Kiosk Software: Information, Applications and Bill Payment

Government kiosk software is a centrally managed self-service system where citizens get information, submit applications, look up and pay bills and take a queue number at a municipality or public agency.

Quick answerA government kiosk brings an information screen, applications, bill lookup and payment, queue tickets and notices into one interface; data comes from the agency's existing systems through services, and no personal data is left on screen. Hakan Sevimoğlu built and maintains touchscreen kiosk software running live at Brisa facilities, which authenticates users by card and is managed centrally from a web panel across two separate sites.

What services does a government kiosk offer?

In municipalities and public agencies, kiosks are used to cut the crowds at the information desk and in front of the cashier. For general kiosk architecture, see the kiosk software page.

  • Information kiosk: Department locations, opening hours, required documents and floor plans.
  • Applications and petitions: Filling in forms, scanning documents and receiving an application number.
  • Bill lookup and payment: Looking up property tax, waste collection, water and similar bills and paying by card.
  • Queue ticket: Taking a number per cashier desk or department.
  • Notices: Events, tenders and service outage notices shown on the waiting-area screen.

The queue and call display side works together with the queue management system.

The bill lookup and payment flow

  1. Identification: The citizen signs in with their national ID number, account/subscriber number or by scanning their ID card.
  2. Bill list: Outstanding amounts are fetched from the agency's revenue or billing system through the service provided by its vendor.
  3. Selection: The items to pay are selected and the total is shown.
  4. Payment: Payment is taken on the bank's or payment provider's certified terminal; card data is never stored in the kiosk software.
  5. Receipt: The payment result is posted to the agency's system and a receipt is printed.

The type of payment receipt and the reconciliation rules with the agency's accounting system are agreed with its finance department at the start of the project. For online payment scenarios, see the payment gateway integration page.

Security: kiosk mode and personal data protection

A kiosk in a public space is open to anyone, so security sits at the centre of the design.

  • Kiosk mode: The operating system desktop, browser address bar and system keys are locked; only the kiosk application runs.
  • Session timeout: After inactivity or at the end of a transaction the session closes automatically and the screen returns to the home page.
  • No data left on screen: Name, address and bill details are wiped from the screen and local memory when the transaction ends.
  • Masking: ID numbers and full names are shown partially hidden.
  • Network security: Connections to the agency's systems are encrypted and limited to the required services only.
  • Logging: Transactions and admin access are logged.

The privacy notice and personal data processing rules are set with the agency's data protection officer, in line with the applicable data protection law (in Türkiye: KVKK; in the EU: GDPR).

Accessibility and inclusive interface

  • Screen height suited to wheelchair users, with all interactions placed in the lower half of the screen.
  • Large text, high contrast and colour-blind-friendly colours.
  • Audio guidance and a headphone jack.
  • Additional language options alongside the local language, as the agency requires.
  • One decision per screen, with visible back and cancel buttons.

The interface is kept simple with elderly and less tech-savvy citizens in mind; for complex transactions there is always an option to be referred to a service desk.

Central management and multiple locations

In municipalities, kiosks are usually spread across locations such as the main service building, district offices and service points. All devices are managed from a single web panel.

  • Device status, connectivity, printer paper and error tracking.
  • Location-based publishing of notices, menus and content.
  • Remote software updates.
  • Transaction reports and per-department usage statistics.

The structure used in the Brisa PPE kiosk, which manages the machines, stock and reports of two separate sites from one panel, is adapted on the same principle to a public agency's locations. For agency-specific modules, see the custom software development page.

Frequently asked questions

How do citizens pay bills at a municipal kiosk?

The citizen signs in with their ID or account number, bills are fetched from the agency's system through a service, and payment is taken on the bank's or payment provider's certified terminal. Card data is never stored in the kiosk software.

Does a government kiosk work with the agency's existing software?

Yes. If the agency's revenue, billing or document system offers a service or API, the kiosk is integrated through it. The scope of access is agreed with the system vendor at the start of the project.

How is personal data protected on the kiosk?

Kiosk mode, session timeout, clearing the screen and memory at the end of each transaction, masking of ID details and encrypted connections are applied together.

Can citizens with disabilities use the kiosk?

The interface is designed with a suitable screen height, large text, high contrast and audio guidance. For physical accessibility, the kiosk enclosure and placement are also planned before installation.

How long does a government kiosk project take?

The timeline depends on the number of systems to integrate, whether their services are ready, the modules required, the number of locations and the agency's own approval and testing processes. Once the scope is clear, a phased plan is drawn up.

Can the kiosks be managed remotely?

Yes. Device status, content and notices, software updates and reports are managed for all locations from a central web panel.
